A Waterloo man, already in custody, has been charged with 1st degree murder in an unrelated case, according to KWWL. 28 year old Stephen Phillips has been accused of shooting Terrell Flowers to death back on May 15th of last year. The shooting took place in the 300 block of Crescent Place. Phillips has been held in the Black Hawk County Jail since that same time frame on robbery charges that police say are unrelated to the alleged murder.
