2 Men Arrested for Assaulting Woman

Two men have been arrested for allegedly attacking a woman in downtown Waterloo early Monday, according to the Waterloo Cedar Falls Courier.

Police arrested Denzale Devon Babuta Ratliff, 32, and Robert Deon Washington Jr., 33, both of Waterloo, for willful injury causing serious injury and interference. Washington was arrested for public intoxication and driving under suspension.

The woman suffered broken teeth and other injuries to her face.

According to court records, the two exited a car in the area of West Sixth and Commercial streets around 2 a.m. Monday and approached a woman on foot.

They began punching and kicking her and dragged her across the street when she fell to the ground, records state. They continued to attack her until a passing patrol officer spotted them.

The assailants attempted to leave when officers approached, and officers used a Taser to detain Ratliff, records state.

Washington fled but was detained a short time later at West First and Jefferson streets.

Ratliff allegedly told police they attacked the woman because she spit on him a few nights earlier, records state.

According to court records, Washington is on parole and a registered sex offender for a 2018 incident where he and others allegedly had sex with an underage girl at a hotel.
