Waterloo police arrested a man after a short standoff on Friday night, according to KWWL. Police went to a home on West Donald Street to serve a warrant on 42 year old Cody Phennicie. Police say Phennicie refused to come out of the home thus beginning the standoff. Eventually Phennicie came outside and surrendered. He has been charged with third degree Kidnapping and Domestic Abuse-Assault.
