A Charles City man has won the top prize on a scratch off ticket. Jon McCleary won $100,000 in the Iowa Lottery’s Cash Frenzy game. He bought the ticket at Liquor Beer & Tobacco Outlet on Clark Street in Charles City. The $10 ticket offers eight top prizes. McCleary’s was the second top prize claimed.
