A Waterloo man has been arrested for allegedly breaking into a Family Dollar Store and stealing two bags of cat food in May, according to the Waterloo Cedar Falls Courier. An alarm was triggered at the Family Dollar on Broadway Street at around 12:25 a.m. on May 14th. The suspect had left the scene by the time authorities arrived but an employee recognized him as 32 year old Julien Phifer Jr. Phifer was arrested on June 26th. He was charged with third degree Burglary as well as third degree Theft for allegedly stealing $227 worth of merchandise from the Hy-Vee on University Avenue on May 20th. In 2022 Phifer was arrested after breaking into Noodles and Company and a Kwik Star.
