In order to avoid sending inmates straight into a parole setting some qualify for work release. In that program the inmates work at least 35 hours a week and pay rent to live in a structured residence. Yet, from time to time, they are placed on escaped status.
Bob Ames, Residential Manager at the Waterloo Residential Correctional Facility, explains why that happens.
Ames also points out that the residence is not a secure facility, there are no bars over the windows and no razor wire surrounding the home.
