Cedar Falls Police have made an arrest in a pair of break-ins that occurred early Saturday morning. Police were called to Mallard Point at 2603 Orchard Dr on a report that a male had illegally entered a residence. The suspect was confronted by the resident and left. While police were meeting with that resident they heard screaming coming from another apartment. The suspect had also allegedly illegally entered that apartment and assaulted the resident. After a pursuit, 44 year old Joseph Lockard was taken into custody. He has been charged with 2 counts of 2nd degree Burglary, Assault with Intent to Commit Sexual Abuse and Public Intoxication.
