Charges have been upgraded for a Waterloo man accused of hitting another man who was on a bicycle and then leaving the scene, according to KWWL. 42 year old L.A. Jefferson Jr was initially charged with leaving the scene of an accident after his vehicle allegedly struck 22 year old Dilail Salkic while he was on his bike on July 23. Salkic died the following day. Jefferson has now been charged with homicide by vehicle. He is currently being held without bond pending a court hearing.
