A Charles City man has been arrested on accusations that he sexually abused a woman with a mental defect while he was on the job, according to KIMT. 60 year old Jeffrey Herman was arrested on Monday. Police say he committed sex acts with the woman in September. Herman works for Comprehensive Systems, which cares for people with special needs. Authorities say the woman’s mental defect prevents her from being able to give sexual consent.
