The City of Waterloo is in the process of taking legal action against a developer who failed to complete a housing project, according to the Waterloo Cedar Falls Courier. Todd and Debra Borwig were awarded land near 1332 Walker Street with the agreement that they would build six, single family homes in 2021. To this point the only development made has been to cut down trees. The agreement states that once a building permit is obtained construction must begin within four months and work must be completed within eight months. While the land belonged to the Borwigs no property tax was collected. The City Council expressed a desire to retroactively charge them for that, which will likely be part of the legal action taken. They also said they would still like a developer to turn the land into a housing development in the future.
