Governor Kim Reynolds has issued a disaster proclamation for 19 counties in response to severe weather that included heavy rains, flooding, damaging winds, and tornadoes that began on October 4. The proclamation for Black Hawk, Buena Vista, Butler, Cedar, Cerro Gordo, Clarke, Des Moines, Dubuque, Emmet, Fayette, Franklin, Iowa, Johnson, Kossuth, Lee, Marshall, Ringgold, Scott and Union counties allows state resources to be used to recover and respond to the effects of the severe weather. The proclamation allows qualifying residents to use the Iowa Individual Assistance Grant Program along with the Disaster Case Management Program.
