Another inmate has escaped the Waterloo Residential Correctional Facility, according to KWWL. 54 year old Mark Kelly failed to return to the facility as required on Sunday. He was serving time for Robbery, Theft, and Possession of Methamphetamine. He was admitted to the residential facility on November 6th. He is described as a Black male standing 5’7” tall and weighing 209 pounds. Anyone with information on his location is urged to contact local police.
