The person struck by two vehicles that shut down Highway 218 in Waterloo for a time last week has been identified, according to the Waterloo Cedar Falls Courier. 50 year old Ciriu Lokuna was killed in the incident. His identification was delayed as authorities tracked down his family members in his native country of the Democratic Republic of Congo. Lokuna was walking along 218 around 4:25 a.m. when he allegedly darted into the roadway where he was struck by a Chevrolet Sonic driven by 50 year old Todd Bracken of Waterloo. Lokuna was then struck by Chevrolet Cruze driven by 54 year old Pauline Jacobsen of Waterloo. Both drivers stayed on scene.
