Waterloo Mayor Quentin Hart has been presented with a lifetime achievement award from the Iowa Legislative Black Caucus. Hart accepted the award at the Iowa State Capital in Des Moines last week. The award ceremony was part of an African-American history month celebration called Celebrating the Black Experience Overcoming the Struggle. Hart has now in his fifth term as mayor of Waterloo. When he was elected, he became the first African-American mayor of the city.
