A Waterloo police officer has been charged in connection with what authorities say was a road rage incident last month. 45-year-old Lt. Corbin Allen Payne faces a charge of assault causing bodily injury, a misdemeanor. Police Chief Daniel Trelka says Payne is on paid administrative leave.
