A sex offender from Des Moines has been found living in Waterloo without alerting authorities, according to the Waterloo Cedar Falls Courier. 53 year old James Collins Jr. declared that he lived at an address in Des Moines when he registered as a sex offender in April. A sweep in May determined Collins was not living at that address. He has now been found living in Waterloo. He is required to register as a sex offender after being convicted in 1987 of kidnapping a female acquaintance for two days and sexually assaulting her. He then was convicted in 1995 of attacking another female acquaintance where he choked her and threatened to kill her. He also has a prior conviction for failing to register as a sex offender.
