A special needs woman who went missing in Waterloo has been located, according to KWWL. 33 year old Trisha Carnicle had last been seen on Friday around 3:00 p.m. near MercyOne Waterloo on foot. Nobody had heard from her since that time until Wednesday around 5:45 p.m. when she was found safe.
