Timothy Edward Draper, of Waterloo, who was arrested at the Back Porch Revival concert in Iowa City for impersonating a public official has now been charged with 5th degree theft. Cedar Falls Police say Draper was the maintenance man at an apartment complex where a former reserve deputy lived, and stole a badge from his apartment.
