Woman Arrested for Helping Fredericksburg Man Escape Custody

A Waterloo woman has now been arrested for aiding in a former Fredericksburg man’s escape from custody, who then allegedly sexually assaulted a 13 year old while on the run, according to the Waterloo Cedar Falls Courier. 28 year old Lance Taylor left the Waterloo Residential Correctional Facility on September 14th but failed to return. Police located him with his child, who he was not supposed to have contact with. They brought him back to the facility but 20 minutes later he ran away. Police now say 26 year old Breanna Kisner picked him up and took him to her house. When police showed up looking for Taylor, Kisner told them he was not there and refused to let them in her home to search. On September 25th police were called to the home after Taylor allegedly sexually assaulted a 13 year old babysitter. The teenager had been allegedly brought in to watch Kisner’s five children ages 1-6 because nobody else in the home was sober. Taylor had been in prison for having sexual contact with a 15 year old girl and grabbing a 16 year old’s groin area at his home in Fredericksburg in 2019 and is on the sex offender registry. Police say 56 year old Shari Hampton knew that when she let her daughter go to the home to babysit. She has been charged with Child Endangerment Causing Bodily Injury. Court records say Taylor had made it clear that he had an interest in the 13 year old previously. Kisner has been charged with Accessory, Aiding and Abetting Escape, Child Endangerment Causing Bodily Injury and five counts of Child Endangerment. Taylor has been charged with Escape and second degree Sexual Abuse.
