California Sex Offender Found in Iowa

A child sex offender from California has been charged in Black Hawk County for failing to register with authorities, according to the Waterloo Cedar Falls Courier. 41 year old Justin Carman has pleaded guilty to one count of failure to register as a sex offender. He will be sentenced at a later date. Carman was found in possession of child pornography in 2016. He was sent to prison for 3 years before being paroled. In September of 2019 Carman allegedly tampered with his GPS monitoring device while staying at a hotel in Pomona, California. Officials say the devices last signal came from a trash container. He remained on the run until he was located in Iowa last April.
