A 19 year old convicted sex offender from Oelwein has been arrested for allegedly sexually abusing a 17 year old earlier this month. Isaiah Duffield is accused of forcing a sex act on a girl on April 10th. The girl was treated for the alleged assault at a Decorah Hospital. Duffield was already on pretrial release for a second degree Criminal Mischief charge. He was also found to be violating the sex offender registry by not living at his registered address. He has now been charged with Third Degree Sex Abuse and Sex Offender Registration Violation. A hearing on the same violation from earlier this year is pending but Duffield has not yet been convicted.
