A Waterloo man has won $10,000 off of a $2 scratch ticket. Lawrence Hill Sr. purchased a “Money Bag Doubler” at the Prime Vape and Tobacco on Broadway Street in Waterloo. The $10,000 prize is the top prize in the game and Hill’s is the second top prize to be handed out in the game.
