Tuesday at 1:41 PM, Cedar Falls Police arrested Charles Anthony Brooks, age 42, from Champlin, MN, on a warrant for serious injury by a motor vehicle. The charge is a class D felony. It was determined that Brooks was driving at a high rate of speed when he collided with a Dodge Caravan, causing serious injury to the passenger in that van.
Brooks was taken to the Black Hawk County Jail where he has been booked in on the charge. The investigation into the accident continues.
