A driver who slammed into the back of a van at high speeds two weeks ago said he was going to kill his wife and daughter who were in his Hyundai Accent, according to court records.
The impact killed the driver’s cousin, Cynthia Brooks, 38, of Waterloo, who also was a passenger.
Driver Charles Anthony Brooks, 42, of Champlin, Minn., was arrested Nov. 8 for serious injury by vehicle, a felony, in connection with injuries to a person in the van.
