After former Waterloo Mayor Quentin Hart lost his race for re-election to Dave Boesen, the Ward 2 City Council seat was left open and Waterloo citizens voted to fill that vacancy Tuesday night. Black Hawk County Auditor David Morrow won the seat by receiving 51% of the vote. Ali Parrish garnered 38% of the vote and Frank Magsamen received the other 11%. Fewer than 1,000 votes were cast, with more than 8,000 people registered to vote in Ward 2.
